Very cute, but the pieces keep splitting/peeling

I really like the graphics of this puzzle, and so did my toddler. However, the top layer of the puzzle keeps peeling off despite rather gentle handling. One piece ripped off entirely and I will need to find some glue to try and glue back the other piece that is peeling. I’m not sure if this is a defect? I have heard good things about Ravensburger puzzles and was excited to find options for my toddler, but this was disappointing.
